Where is it appropraite to wear hi-vis jackets? The reason I ask this question is my understanding is the jackets are worn to make the drivers of plant aware of pedestrains in the immediate vicinity. On a recent visit to a plant I noticed that workers were not wearing jackets and I wondered why. Can someone explain as to when is it a compulsory requirement beside's a building site to wear a hivis jacket

A risk assessment would identify the level of risk. If the plant has segregated pedestrian from vehicles then it may have considered the risk does not warrant the wearing of hi-vis.
I believe where vehicles operate, hi-vis clothing is good practice, as at some time pedestrains will leave their safe route and be exposed to moving vehicles
My company is one of seven around Europe. We introduced hi-vis clothing, but one site in Austria refused because they didn't want to inconvenience customers visiting the site.
I would have thought it more inconvenient if the customer was struck by a 40 foot trailer.
Yet they make them wear safety helmets, due to falling icicles in winter, but not employees.
