Hello all!
I am sure that I have read that to use a system of Eye Bolts connected to a personal harness is deemed NOT a safe system of work for performing maintenance work on a roof. This is because it is reasonably foreseeable that the operator would NOT keep clipping & reclipping onto the eye bolts as he/she traversed the roof.
I am arguing this case and could do with say a precident, article something in writing, etc. However, opinions are always welcome.

Sorry, but it really does depend [sorry] entirely upon the circumstances. You haven't really provided sufficient info to get a definitive answer other than "look in the WaH Regs".
There are many circumstances where single eye-bolts may be acceptable; there are certainly more where they wouldn't! Trouble is, there is also a wide ranging middle ground where either may apply but a dependant on the actual situation.

Give a call to any rope access company, they will be more than happy to advise you on roof working practices, training of operatives or even doing the work.

why not position your bolts so that operatives have to clip onto two bolts at a time, this way when they unclip from one they are still clipped onto another, therefore maintaining 100% protection. If they won't clip on, then get rid of them, they are placing themsleves in danger and also yourslef and the company.
Also if is reasonably foreseeable that your employees will not clip on then the findings of you risk assessment and the control measure of clipping on are not suitable and sufficient.
It infuriates me to hear when employees refuse to co-operate with equipment provided in the interests of their health, safety and welfare (mmm sections 7 & 8)
