Road workers working on an approach road to a railway level crossing had the appropriate traffic management. The oncoming traffic could not see the works as they were obscured by an incline approach to the LC. The traffic control guy had a red / green stop /go lollipop. When on "red" he could not be seen because he was standing next to the fixed red / white LC marker, his "hi-vis" vest totally covered in bitumin and overalls really filthy. Result, traffic, not seeing him or the lollipop, continued until the traffic met mid-way on the road-works.
I informed the "ganger" of the above, knowing that there was a potentially serious safety issue. "Thanks mate, I'll get it sorted".
Today--------no change.
Once again, road-working cowboys who couldn't give a tuppeny damn about anybody contracted in by an LA.

Best way here may be to contact network rail as they have an interest because the works may interfere with the permanent way. They are often more responsive than the Highways authority controlling the work.

Phone the number on the courtesy board (the "we apologise for any delays...."). If they haven't got one, look on their vans to see who they are and phone the company with the job address and they'll know who they are. If the vans are unmarked, look on the back of their low viz coats or on any hard hats etc. It this fails, if they've got barriers, the company name is usually on the inside of the barriers (mind you, they may have acquired a concoction of various barriers). Or you could ask them who they work for.
I used to be in utilities and if this was one of my teams, I would be as appalled as you are. You can't get round all the sites though, although a level crossing should be a priority.
