At what date of build could we say that a building did not need to have an asbestos survey?

If a builder dishonestly used up some old stock to make a repair it would not matter what age the building was. Personally I am always suspicious in any existing building, especially where the duty holder is trying to avoid having a survey.

Any building erected after 1999 it is fair to say does not contain any ACM. This was the date when Asi cement was finally prohibited.

There is no quick & easy answer:
Sprayed asbestos stopped around 1977;
AIB stopped being used around 1980;
Asbestos cement around 1990;
However there are later examples of all of these, & I would add 5 years for protection.

As previously mentioned asbestos products were finally banned in 1998. However any building constructed after 1994 should have a health and safety file ( under the CDM regulations) detailing materials used, as built drawings etc. but thats in a perfect world and the files get mislaid or lost. Failing that the HSE guidance does say unless you have strong evidence to support that no asbestos is present you should assume that it is present and have a management plan that covers this.

Thanks for the information from each of you. We were looking at having a cut off of 2000. As regards CDM it was only introduced in the Isle of Man last year so we probably haven't got the level of records we would hope for.
