We have union rep and some no union members, HSE would like us to up our representation.
Has anyone been through this process lately?
Can anyone suggest a process that has been validated by HSE or similar for elections?

Tom,
We have a non union site and what we do is put a memo on the notice board from the safety committee stating the need for a new safety representative in 'X' department. We encourage the department to self elect their representative, however it is usually an individual who likes the idea of being more involved in H&S. The memo also states the benefits of being a safety representative, moral reasons and personal ones such as IOSH managing safely training. We are now considering training our Safety Representatives in the NEBOSH general Certificate.

As the HSE have asked you to up the representation, I would hope they have given you some advise or at least outlined the role. If not take a look at the Safety Representative Charter on the following link. This can be used to show any interested employees what the role actually involves.

Thanks for the assistance - any ideas as to what might be considered a fair way to hold eelections.
I need to be seen to be squeeky clean as I am sure the union reps will be monitoring (which is not a problem, unless I use a method which is deemed unacceptable!!)

Have you read through "A guide to the Health and Safety(Consultation with Employees)Regulations 1996", as it gives some information on how to hold elections and a list of bodies who can help with election support if you need to go that far.

This may seem daft, but why is HSE requesting you increase the number of union reps?
Is the problem a lack of communication, or lack of feedback from staff?
Simply increasing the number of representatives may not have the desired effect.

As an ex TU health and safety rep I wll put my penny worth in. I suspect you are half way there just by looking for a fair way to elect a representative. I do not know the size or make up of your company, but i would suggest a secret ballot is the fairest way. If there are several who are interested then perhaps an initial election to reduce the numbers and then a second round with the majority vote as the winner.

Just to introduce an element of controversy: you could, as an alternative, opt to consult all employees and use notice boards, letters in wage packets, line management structure 2-way communications, etc.

Thanks for all your assistance.
I don't have all the HSE information as to what and why they want more H & S reps as I am following up a request from line management, who being better informed, have asked me to see if I can find out about election processes.
I think that you guys have given me all the help I need.
'Fair' elections are a Line management issue and not necessarily a H & S issue per se
