Does anyone have any information or know where I can find out what buildings will be effected by the requirements for energy certification when the EU Directive comes in next year

Cathy, I don't know a lot about this particular Directive but, in outline it became European law on 4th January 2003 and the UK Government has three years from that point to implement it. Therefore the Directive must be implemented within the UK from 4th January 2006. However, the Government can apply for a three-year extension if it can show that it has insufficient qualified and/or accredited experts to prepare the energy certificates. I don't know if the UK Government is planning to delay it.
The Directive seems to cover;
"both residential and tertiary (commercial and public) sector buildings. The main elements in the Directive are:
The establishment of a framework for a common methodology for calculating the energy performance of all buildings.
The application of minimum standards of energy performance for new buildings, and existing buildings with a total surface area over 1000m², when they are renovated.
Certification schemes for new and existing buildings and the public display of these certificates.
Inspection and assessment of boilers and heating/cooling installations."

There would appear to be some H&S elements involved so it may be worth IOSH keeping an eye on its implementation as 'Kyoto' has been the initiator and the UK is behind that (even if the US is not!)
