Fowler Would the HSE have a view on what qualifications, including IOSH standing, a H&S Manager/Aviser to an NHS Trust, delivering a wide range of services in hospitals and the community throughout a region, and employing over 4,000 staff, would be expected to have? I know that provided professional competence is demonstrated through action the question wouldn't arise but presumeably if things go wrong and the principle source of advice was someone with CMIOSH status the employer would be less likely to be accused of being negligent in their duty to enlist competent advice.

Posted By Bill Elliott The NHS Employers publication(Blue Book)The Management of health, safety and welfare issues for NHS Staff picks up on the NAO recommendation that Trusts should have an appropriate number of competent persons. The Dept of Health response quoted says "Departmental guidance already states that NHS Employers should appoint competent persons to assist them in complying with health and safety legislation. Competent is defined as: "someone with sufficient training, experience and knowledge to enable proper assistence to be given" and " "not only technically competent, but also holding a managment position where they are able to influence others in the organisation" Membership of appropriate professional institutions is recommended. The HSE were consulted on this publication.
