I work at a road tanker cleaning bay (internal) which sometimes means if the tank can't be cleaned by the usual water wash method, we have to climb inside the tank. We have a procedure for this task but do not have any up to date emergency procedures. We do fill out the 'permit to work' and comply with the wearing of a harness etc can anyone help? m10mrr@aol.com

If you go to the Google search engine and enter 'confined spaces emergency procedures' you will find more than enough guidance on this subject. Hope that helps.

Mel, although I agree with the previous post that the internet is a good place to start, every confined space situation is different and a site specific assesment should be made in order to devise a suitable emergency/rescue procedure.

Hi Mel,

It is important that a site specific risk assessment is carried out and that anyone engaged in the type of work you describe is made aware of the residual risk, control measures in place to deal with the associated risk, personal/ respiratory protective equipment, emergency procedures etc. Is there some sort of lock-out system to prevent the vehicle being driven off while there are personnel inside the tank?

It is also important to consider material safety data sheets for any hazardous substances, including any substances which may have been transported in the road containers.

Current Irish legislation (Safety, Health & Welfare at Work Act 2005) requires a Safety Statement to be in place which must be brought to the attention of employees on joining the company and annually thereafter or following significant changes. This Safety Statement has to be site specific and must contain a risk assessment and outline control measures.

A few years back I advised on a similar situation. The tankers in question ahd top and side entry (is this the case with you?) The advice was;

Open top and side entry hatches to ensure clear flow through of air,
If flow of air appears to be insufficient use an extraction system to draw air through the tanker,
Clear the interior with pressure washers, avoiding entry
Where entry is required entry though side entry with atmosphere monitor and escape breathing apparatus,
Attendant to remain outside,
If atmsophere monitor alarms put on excape BA and evacuate.
If attendant instruct “exit”, do so immediately.

Note: If there is only top entry open all hatches (if only one then extraction system is likely to be essential)
Enter (if required) attached to harness and winch and remain attached
Will need a stable platform around access (You might have this if you are in a cleaning bay)
Exit on winch or climb out if able.
All other requirements as for side entry.
