Now obviously i understand about Asbestos removal coming under regulations, and us having to use a profesional company etc, we are looking to flatten at the back of some buildings to make a car park one of the buildings to be flattened has Asbestos in it, this is obviously a question posed by the comapany with cost impliacations. But i do have 2 questions.

1. Can the removal be done by any profesional company that claims to be Asbestos removal specialists, or must they be HSE approved.

2. Can the building be demolished by anyone, but just the removal done by the profesional asbestos removal company, or must the profesional removal company demolish aswell as remove the asbestos from the building. Or is it possible for them to work together.

I am not sure if we have to or it would be better to use the asbestos removal people to deal with the building with asbestos all by themselves then leave all the rest of demolition to ordinary contractors.

Assuming you have a full asbestos survey for the premises?

If no go back and arrange that.

Is there any asbestos materials that require a license to remove? This includes asbestos lagging, sprayed asbestos, asbestos insulation board.

If yes, then you must ensure a licensed (HSE) contractor is to be appointed + analysts for clearance testing.

Some demolition contractors do both demolition and licensed asbestos removal work. Otherwise two contractors are appointed who will work together.

Good morning - With regards to the Asbestos removal. It depends on the type and quantity.
Even so, a licenced contractor can remove the asbestos, and once the clearance certificate(s) have been issued, then a further contractor can demolish/remove the other materials.

The Licence is managed by the HSE and thus to be licenced one is also approved. I would give the survey to the Demolition contractor and require him to arrange the proper removal of the asbestos via a licensed contractor if necessary. This will allow better work co-ordination.

Thank you for the replies the problem here is this has all been sorted out above my head by people who do not know the regulations and are only looking at cost. Further education reguired for them i am afraid.

Remember this would probably fall under CDM and the PS and PC will need to sort this out. The amount of times we are asked to come in and remove at short notice because a Type 3 survey has not been done (required pre-demolotion) and if any ACM's are found which is either Lagging, AIB, Sprayed Coating (Flock or Textured Coating then you need a licensed contractor to do this work.

What usually happens the Demo company would include this costing for removal within it tender price and then employ a Licensed Asbestos Contractor to remove, but obviously he needs to know the extent of the ACM within the property so that he can do this.

Alan, if this is an asbestos cement product any contractor or your own work force can remove it.You will still have to carry out the RA and assess the expected exposure.
notify the relevant enforcing authority,council or the HSE
write up a safe system of work.
Beware of working at height,obviously has it's own hazards.
protect your employees,paper suits and PF3 disposable mask may be adequate.
Double wrap asbestos in polythene
get a authorised special waste carrier to dispose of and keep your copy of the consignment note

Demolition CDM applies

You need a type 3 Survey done under CDM and Reg 5 of CAWR (See ACOP)

If it is a licensable product - need a licenced contractor

Dispose of as per Hazardous Waste Regs to licensed landfill site licenced to accept the particular waste

Remove from site need a Waste Carriers Certificate - Top copy of Haz Waste Consignment note sent back to you within 30 days of disposal; and keep for your waste duty of care audit trail

Thank you for all answers but;

For another slant to the original question, what if the said company got someone to just move the asbestos from one place to another in the same work area, but not break it up. Is it that all the same things still apply ie hse approved and certificated to even touch it in the first place, as this is how I see it.
