Hi can anyone advise apart from HSE guidance where I can find anything that supports the implementation of pre-employment health checks and continuing checks ie blood/urine random tests for those who are employed in chaufferring or driving on official business.

I have searched wide and far but no luck yet

The 1998 RoSPA publication "Managing Occupational Road Risk" recommends reviewing "medical and eyesight criteria" at interview (p29). They also suggest clear policies on alcohol and other substances (p22). Whilst it stops short of actually recommending testing, in appropriate circumstances random testing for alcohol or drugs, both prescription and 'over-the-counter' may be appropriate.

The TUC endorsed RoSPA's approach, including "setting driver fitness standards" and "developing clear policies on alcohol and other substances" (p10) in their publication "Managing occupational road risk - driven to death" in March 2000.
