A client is looking to enter into the business of Purchasing recycled Paint Thinners in 1000 litre drums,transferring the Thinners into 5 litre tins and exporting them out of the UK.

In order to do this the client is looking to rent a unit to store the product in and subsequently undertake the transferring process, it is understood at this stage that the client has the necessary equipment to do so but a concern is whether the proposed Unit is suitable. Not being my specialist subject could i ask whether anyone has any experience/knowledge on this subject and kindly point me in the direction of some useful information for me to consider.

In a previous life I worked at a solvent blending and packaging factory supplying the Print Industry. We handled about 3 million litres a year in a purpose built facility so I know a bit about this type of work and I still have links with similar companies.

As a consequnce I am amazed that your client's business plan will cope with the expense of export and getting the UK regulatory side, H&S and Environmental, sorted out properly on what can be a low margin enterprise. However mine is not to reason why and crude oil is heading back to 1 trillion dollars a drop.

Anyway there are a whole range of issues to consider, far too many to go through here but aside from the usual industrial mainstays, I suppose you should be particularly interested in the following:

COSHH (be sure you know the exact composition of the recycled stuff).
COMAH (possibly but unlikely)
DSEAR
CHIP (Labelling and MSDS)
Carriage of Dangerous Goods
LAPPC

Apart from the legislation, HSE ACOPS and Guidance you should have to hand, I have some solvent industry specific stuff if you drop me a line.
