From time to time we have a requirement to use a FLT cage attachment to get a person to height to count stock.
The person goes up and visually counts the stock required.
My question is my current Risk Assessment for this type of work says that a harness only has to be worn if the person has to put any part of his body (hands/arms) outside the perimeter of the cage.
Do you think this is 'suitable and sufficient'?

I don't think harnesses are required if there is no risk of impact to the vehicle and if the operators are adequately trained.

Som might say that wearing the harness may restrict a person from climing out of the basket/cage but for me thats a disciplinary problem in it's self

A problem that I deal with a lot!!
While our steel erectors are working from within the cage of an MEWP do they need to wear a harness and lanyard if they will not allow any part of their body go outside the confines of the cage during the course of their work???
This is a question that I have been asked a number of times and I have always requested that the erector wear a harnness while working at heights.
I asked an inspector this question while on one of our sites and he informed me that even the suppliers/manufacturers of these machines state that the operator should wear a harness or other means of fall protection.
The question I always ask myself is this...Am I going to be standing in the area while the work is in progress to ensure that the operator will not put himself/herself in a position that may result in a fall from the cage.
The safest way around this is to require the operator to wear a haness.
I would rather "error" on the side of caution.
Would this be an over kill or you??

It's required 'cos of the possibility that the movement of the cage/cradle/etc may unbalance the person within as well as the remove the possibility that they might be pempted to over-reach outside the barrier.

My response would be that if the cage is fixed to a counterbalance forklift and therefore up and down only and no travelling with the cage in the upper position then providing the handrails of the cage are above waist height i.e. 1.1M high and infilled below via mid rail or mesh then No harness. As previously pointed out the engineering controls of the cage should obviously be used before relying on the PPE and the conformance of the operative or high levels of supervision to ensure compliance. When Using MEWP's Harnesses are required in Telescopic booms as the operative may be bounced out when travelling or if struck by other plant / vehicles. These harnesses are to be restraint harnesse and not fal arrest this is for several reasons please see attached article by IPAF.http://www.ipaf.org/news_36.htm
Just another thing to think about especialy if using harnesses, Rescue Plans? especially in the event of machine failure, operative in harness or medical emergency.
