A friend booked a football party for his son's 6 birthday party in a leisure centre and noticed dried blood splatered on the floor in various places from the previous nights boxing. The leisure centre told my friend they had no obligation to clean up the blood and that it was harmless.
I disagree a risk assessment should have been carried out prior to the hall being hired. The RA would have identified blood on the floor and control measures would been put in place to clean the area. They also have a legal obligation under COSHH.
Can anyone else advise on this incident

I wouldn't even bother with a risk assessment, just from a basic hygiene point of view it should have been cleaned up. It's as simple as that. INDG 342 'Blood bourne viruses in the workplace' lists some of the nasties that blood can carry, whilst the HIV virus is not very hardy in strong UV (apparently can only survive for 10-30 seconds outside the human body), others such as Hep B & C are quite resiliant.
As for responsibility, what are the terms of the hire agreement ? Some halls require the hirer to clean up afterwards but the owners/operators should still check, with any shortfall in cleaning being carried out and then charged to the hirer responsible for the mess.
Not quite the same but am a member of a group that hire the local town hall and we follow the above procedure, we have had previous users leave the place in a state, the hall has been cleaned and a charge made.

This is nothing more than the hall controllers attempting to abdicate their responsibilities!
You have the right idea re RA etc; but this is post event! If you really want to get their attention, deduct a sum of money from the fee for "pre-event cleaning as the hall condition was in breach of contract" and talk to the local paper.
Some will say this is over the top; but how else do you get the correct level of attention from an organisation that appears to be so dismissive.
