Hi all over there,
In a construction project:
1- If an employee who work to a subcontractor suffer a reportable injury, who will report it to HSE (subcontractor or principal contractor)? and if the subcntractor is to do that should this subcontractor report this event to principal contractor also (if yes, is this a statutory requirement or just due to arrangement between principal contractor & subcontractors)?
2- If in the place of subcontractor(above in 1)there is a self-employed ... is there are any change regarding the reporting to HSE?

The duty is always on the employer to report the accident. The Principal Contractor should also be made aware of accidents and many assist sub-contractors by providing paperwork and details to the HSE. (But the legal duty remains with the employer).
The assistance by the Principal Contractor is often useful as the sub-contractor may not be responsible for the cause of the accident.

also if the employee of the sub-contractor is not PAYE then it will be the person responsible for the site to report.
