Not sure if this has already been covered, but I am trying to gain support of senior management to fleet (Representative) driver training. Does anyone know of any compelling sites which could assist my argument under duty of care etc.

I've always found the cheapest way of getting a fleet driver to a higher standard (mitigating their risk) is to speak to your local IAM Group and ask for a Skill For Life (SFL) application. The total cost is £85 per person. When you look at the statistics for IAM drivers they're pretty good. As it's essentially run by volunters the costs are not prohibitive; even for those with no allowance in their budgets for driver training. Dependant on the insurer, the cost of the training could even be recouped within a year.

IAM also have a fleet department who are very good, likewise RoSPA, who also have a series of factsheets outlining the cost benefits.
Brake do produce some good stuff but there is a lot of emotive 'information' on the site, having had an involvment with brake I am dubious to recommend it as a source of 'professional' information.
I would also speak to your insurers or your lease company (if you lease your vehicles), see if they offer a discount on costs for having 'trained' drivers.
