we have a breaker to use, the havs rating say use 30 min per day, am i right in thinking that we could use it for 90min (obviously with adequate rest) a day, but then the breaker cannot be used for another 2 days after.

Though to suggest a exposure limit of 30 minutes per day (assuming this is reaching the exposure limit value not the action level) would mean an exposure of 20m2/s for this tool using the HSE's spread sheet. Therefore 20m2/s for 3x30 mins would be a total exposure of 8.7m/s2 using the HSE calculation http://www.hse.gov.uk/vibration/hav/hav.xls

ACOP Reg 6(5) para 67~: "The weekly averaging scheme would permit a maximum exposure on one day of 11m2/s when exposure on the remaining days of the week are zero.
But...
Where weekly averaging is used you should increase health surveilance, should be a regular occurance i.e. for emergency or I would say one off work. So not something you can do every week.
Try looking at other options such as job rotation or spreading work out over days etc...
