DDA - Query re: legal requirement - Need response ASAP if poss.

I work for a legal firm in Edinburgh and one of our clients is about to buy a new build residential property. The builders are apparently installing a ramp for disabled access to the property however our client is not sure if there will be a hand rail. Can someone tell me if there is a legal requirement for a hand rail or whether he has the right to ask for one to be installed if the builders were not originally going to.
All views would be greatly appreciated.

Try the building regulations part m this should provide the required information.( Not sure how they work north of the border though)

There are varying degrees of disability and any person may use the ramp not just wheel chair bound tenants. Some may not be able to lift their legs high enough for steps and use the ramp, but also look for that extra support from the hand rail. So in my opinion it would be better to install it now rather than later.

Yes I think you need a handrail at walking height with a secondary rail half way up plus an upstand on the ramp edge.
It's also recommended that handrails should be hardwood or plastic coated (to cater for disabilities such as Raynaud's Disease).

Thank you all for responding to my email so quickly. I think between you all we have been able to give our client a good amount of information so he can speak with his builders about this and get the appropriate result.
