I am currently half way through my NVQ level4 and i have completed the NEBOSH General cert and the IOSH Managing safely courses and i have carried out a training needs analysis on my superiors. This led me to asking my General Manager to attend the IOSH Managing safely course which he has just completed. Now the same manager has deceided to install a spray painting booth in the welding room and to use the same LEV for both purposes. This is completly idiotic and i hve told him so but i still think he is going to carry on with his plans. how can i stop him?
I am very worried

Telling him "that's completely idiotic" really isn't going to help. It just backs him into a corner and encourages him to stand his ground. You need to explain (respectfully) the flaws in his proposal and propose an alternative. You need a COSHH assessment for your processes which identifies what LEV is needed (and if you don't have the expertise in-house to identify this you need to get someone in from outside). The decision on how to introduce the new process should come after the COSHH assessment, not before (and point out to the manager it's cheaper to set it up correctly in the first place than to have to modify it later).

Andrew, Have you considered the type of spray paints you use, are these solvent based? Just asking for trouble next to a welding booth.
Does your risk assessment identify this? Flammable substance + source of ignition = potential explosive hazards = potential fatality(ies)/High risk.
Have a look at the requirements for safe use and handling of flammable liquids, this although not specific to your poser, will give you some food for thought, and provide some argument to defend yourself.
