Can anyone point me in the direction of guidance on a Health and Safety checklist for HGV cabs. Does anyone actually use one and if so could I take a look at it.

I don't have a check list but the following may be of use:
(1) Check that the access steps are in a reasonable condition;
(2) Check that the drivers apply Parking Brake every time they leave the vehicle; (several have rolled off crushing drivers)
(3) Ask them if they have any problem delivery points;
(4) Check how they sheet loads (if applicable)

I am a bit concerned as to the information that Steven has just given you in relation to HGV's
In order to be a bit more specific as to what the HSE could constitute as being reasonably practicable, you should certainly look at the following issues:
Condition of Cab steps, condition of tyres, general engine/pre start up checks - oil, water, hydraulics, brakes, horns/audible warnings, lights working, check windscreens for damage (amazing what gets thrown up on motorways, etc), check condition of trailer coupling hoses.
Also look at assessment of drivers, age, medicals (standard practice as part of 5 yearly HGV re-assessments) assessment of behaviours, have they picked up endorsements, speeding points etc (ensure licence remains valid)
I could go on and on
This subject is pretty much a specialised topic, and you could do no worse than review workplace transportation ACOO, www.brake.org.uk, or even fleet safety forums, the HSE website will also offer good advice too.

Also I have a pdf document entitled "Guide to maintaining roadworthiness in commercial and passenger carrying vehicles" by the Dept. of Transport. It has examples of daily checks, defect reports etc. I can e-mail if required.
