two self employed guys are taking out a very large concrete pipe making machine which involves:
Heavy lifting, working from height, falls into deep pit, hotwork, use of heavy lifting equipment. Under the CDM regulations what are the requirements from these two?

Without more information on timescales etc there is no easy answer. On the information given there may be little or no specific CDM duties etc for your contractors. There are however significant CHSWR etc requirements.
From your own perspective the issues of competency are probably the key together with information etc that you hold concerning the plant.
From April 2007 the answer would be different as the CHSWR regs become part of CDM.

Technically the CDM Regs don't 'apply' to your contract but I would make it clear to your contractor that the general requirements inherent in the CDM Regs are applicable in all construction projects regardless of size and number of workers. As a minimum, the contractor should be providing risk assessments and method statements for the work operations you note.
I acted as Planning Supervisor on a liftshaft re-lining project, carried out by two men in four weeks. The site agent seemed surprised when I asked where his risk assessments and method statements were - notably for working at height (in a four storey lift shaft!). His boss back in Head Office had told him that it was a 'mickey mouse' job and he didn't need any health and safety information. I reminded him that the biggest killer in the construction industry was falls from height and he was re-lining a very high liftshaft - needless to say it finally clicked and he stopped work until all the paperwork was in place and he had understood the method statements and safe working procedures.

CDM Regs will apply to this project if work takes place at heights greater than 2m, Regulation 2.section 1 In these Regulations, unless the context otherwise requires - "struture"means - (c)any fixed plant in respect of work which installation, commissioning, de-commissioning or dismantling and where any such work involves a risk of a person falling more than 2 M. . However notifercation is only required if it to last more than 30 days or 500 man days
