We are having a bit of a problem, What equipment would you class as a MEWP? If anyone could point me in the direction of a definive description I would be very grateful

Hi Pete,
Coming from th steel andconstruction side of industry I wouls class the scissors lift and the boom lift as MEWPs.
The man-basket utilised on telescopic handlers are NOT classed as MEWPs although some people like to think that they are.
There may be other pieces of eqiupmet classed as MEPWs in other industries.

As a supplier of many types of access equipment, the question you pose is an interesting one. In general, the answer is in the abbreviation; The following is a simple guide to when equipment should be classed as a MEWP.
If the equipment is mobile, either elevated or only when lowered.
If the equipment is capable of lifting personnel above ground level, either vertically or with outreach.
If the purpose of the equipment when elevated is to give a temporary working platform and not to gain access between different level.
There are as with all things certain areas when each of these items can become a little grey.
If each of these are yes, then you have a MEWP. The attachments for fork trucks etc. are covered in a specific HSE guidance document.

Refer to BS EN 280:2001 (Incorporating Amendment No. 1), Mobile elevating work platforms — Design calculations — Stability criteria — Construction — Safety — Examinations and tests.
A MEWP is defines as a, “mobile machine that is intended to move persons to working positions where they are carrying out work from the work platform with the intention that persons are getting on and off the work platform at one defined access position and which consists as a minimum of a work platform with controls, an extending structure and a chassis”.
It can be:
• vehicle mounted (i.e. with travelling controls located within the cab of the vehicle)
• pedestrian controlled (i.e. one that has the controls for powered transport located so that they are capable of being operated by a person walking close to the MEWP)
• self propelled (i.e. one that has the travelling controls located at the work platform).
The standard does not apply to:
a) permanently installed personnel lifting appliances serving defined levels
b) fire-fighting and fire rescue appliances;
c) unguided work cages suspended from lifting appliances
d) elevating operator position on rail dependent storage and retrieval equipment
e) tail lifts
f) mast climbing work platforms
g) fairground equipment
h) lifting tables with a lifting height of less than 2 m
i) builders hoists for persons and materials;
j) aircraft ground support equipment
k) elevating operator positions on industrial trucks.
