Can anyone tell me what is the minimum space allowance people must have around them,essentially in an office environment please?

11 Cubic metres is recommended . However remember it is cubic so it could be 1 square metre and 11 up !!!!!! I believe I am sure some one will correct me if this is not the case.

11 cubic metres is correct although you should disregard any space above 3 metres if you have high ceilings

The Welfare Regulations 11m “rule” is only a notional guide and is for an empty office. Obviously desks, chair cabinets etc. will have to be factored in. The building regulations also give guidance and you will find that these generally dictate a lower number of people per office, primarily based on the area of the floor not the volume of the room.
The general rule should be that staff can move around the office relatively freely and no one should be trapped in a corner... have to clamber over desk, chair etc. to get out of the office.

As well as the 11 m rule you need to be aware of the fire escape requirements. This requires at least 1000mm access width to each fire escape route so outside the 11m zone you will need to factor in a 1m wide space as an escape route. The desks in my office are arranged in sets of four to a 'bay' with cupboards forming the enclosure; there is a 1m wide escape route. So when working out the required space use the following formula widthXlengthX3m, e.g 2w x 2l x3 =2x2x3 2x2 =4 x3 =12. As you can see if the area is at least 2 meters by 2 meters you meet the minimum space requirment.
