Does anyone have contact details for independent pressure systems test engineers qualified to carry out inspection and testing against written schemes of examination under the Pressure Systems Regulations? Midlands area preferred.

Try talking to your Insurers; they will have some input anyway and whoever you commission will have to satisfy them as well.

Lloyds or BVQI, as suggested previously your insurers may have an agreement with someone which you could take advantage of.
