There is a stack of stuff available on the HSE website which you can download. Indg 284 Working on Roofs, Indg 402 Safe ise of ladders and step ladders, Indg 405 Top tips for ladder and step ladder use plus the HSE Inspector training stuff. I have found the Green and Red books from the Advisory Committee for Roofwork to be invaluable, again they can be downloaded.

All of the above will give you a good grounding in work at height.

Always best to look at any specifics where you are. Yes, the HSE WAH information is very helpful, but circumstances change for individual situations' Is it MEWP access, internal to outside, does it have a 'man safe' system, are you relying on PPE, does it have a barrier, is it wet, dry, cold, day, night, flat, inclined so on and so on, if it is a contracter that requires access look carefully at his method statements, RA's, JSA, etc, between you all I suspect you can come up with some first-rate safe systems of work for accessing the roof.

I have lots of guidance notes that may be useful, but are generic so may not be suitable for your situation. Let me know if I can be of help.
