I have been asked by the Committee of my local working mens club for advice on the following scenario:
Customer leaves the premises at approx 3.30pm after attending a function. He was not noticably under the influence but managed to lose his footing on a ramp that had been installed for wheelchair access. The surface of the ramp is somewhat uneven. He was taken to hospital with head injuries by ambulance.
Is this reportable?
Now I am of the opinion that if unsure, report.
However, the President is resisting.
Should they report?

in your own accident report book yes, Under RIDDOR, no unless the IP was emplyed by you and injured themself inconnection with a work activity

This hinges on whether the accident can be said to arise "out of or in connection with work". It is not relevant whether the person was an employee or not since they were taken from the scene of the accident to hospital.
You may think that this incident isn't in connection with work, however the HSE Guidance on the subject considers the following example to fall within the scope of the Regulations and therefore be reportable "someone shopping who was involved in an accident at an escalator in a shop, where the accident was attributable to the design or condition of the escalator".
If the accident is attributable to the design or condition of the ramp as you seem to indicate then I would say the circumstances are sufficiently similar to make this reportable.

Good morning
If a person such as a member of the public is injured “out of, or in connection with work” then it becomes reportable if they are taken to hospital for treatment.
Refer to paragraphs 35 & 36 in the guidance for regulation 2(2)and paragraphs 45-47 of regulation 3
