James, if you are looking at tube and fittings I would suggest TG 20.05 as published by the NASC if it is a system scaffold I would suggest that you contact a new organisation called sa.fe that deals specifically with this.

You can download the Irish Approved Code of Practice for Access and Working Scaffolds from the HSAs Web site HSA.ie cost about 6 euro.
It covers system scaffoild.
For tube and fitting the Practical guide to scaffolding publised by the CITB.

Do not forget Construction Information Sheet 10 for Tower Scaffolds and 49 for General Access Scaffolds all free from the HSE.
Remember, scaffolds are intended as work platforms so do not take nonsense when scaffold erectors try to get away with standards poking 10cm through lifts and boards not notched to get a closer fit etc.
