You're quite correct, books are VAT exempt. The VAT for training is payable on the service provided.

Is that not a study guide, however? If it was being 'delivered' via a trainer, then the fees charged by that 'trainer' would be VATable.
Again, I am ready to be educated, should there be any accountants out there?

If the "deliverer" has a low turn over, under the vat threshold and thus not registered for vat, then they would not be able to charge, nor recover vat. This could happen if such a "deliverer" was an independant contracted by the main organisation.
On the other hand, if the "deliverer" was an employee of an organisation which was registered for vat then vat would be chargeable.
On the third hand, if the contracted, vat registered "deliverer" or the organistion were registered or normally resident in another EU country or any other country outside of the EU then vat would not be chargeable

Or if your a non profit making social enterprise or college, uni etc. Then you can be VAT exempt.
