Posted By Jonathan To what extent should "work sites" be guarded. Construction sites (scaffolds, access to houses, incomplete plots, stored site materials etc) fully guarded, heras fenced / signed. But what about single houses - e.g. 3 or 4 in a street (refurbishment type work) - with scaffold; is it reasonable to rely on just removing access ladders to the scaffold to prevent possible access.

Posted By Anwar Afzal Yes, that may suffice but you may need to consider where they are situated. Are they near a school or children's playground and if so what is the area like. Other than that, there may be a security risk for example, area has crime associated with it, so other than looking at protection of gas boilers, copper etc what about injury to others, is the power isolated, is the gas isolated etc etc. Once you are satisfied of these, you should be ok Anwar

Posted By steven bentham Jonathan You have raised a very good point. I usually push for the smaller jobs to be fenced, but many are not. As a minimum the ladder should be boarded up, but any kid can easily climb onto scaffolding. A good start point is to consider the risk, is it on likely that kids or others will climb the scaffolding, it the scaffolding safe? If the scaffolding is a bit iffy and a kid falls then there will be trouble. If there are other special risks, demolition, deep excavations, then fencing in my view is a must.
