This is not my area of expertise. Indeed, other than knowing they are there I know little about them.
However, a customer who supplies a range of cleaning materials requries a COSHH assessment and some of his goods come under the CHIP Regs.
Is there a table of quantities that denotes levels where the regs apply, i.e. if only a box of 24 items are being carried does the vehicle require signage?

The CHIP regulations is aimed at manufacturers of products and requires them to classify the products (toxic, harmful, corrosive, etc), correctly label them, package them, and when required produce a material safety data sheet for them - it does not cover the carriage of dangerous goods by road, although the msds should give some information on carriage requirements.
The Carriage of Dangerous Goods and Use of Transportable Pressure Equipment Regs 2004 covers the carriage of dangerous goods. I would suspect that from the cleaning products it is likely that only aerosols will be classed as dangerous goods (class 2).
http://www.gov.uk/pubns/cdg.pdf is the publication which will give you some guidance - at those quantities the vehicle will not need to display signs.
