I need information on the safe use of scissor lifts, we have a contractor coming on site at the end of the week and they will be using this equipment. They have current certificates of training but I would like to know more information for my benefit, if anyone has any information please point me in the right direction.

The HSE offer some advice on MEWPs (as a scissor lift is one of these) and if you go to:http://www.hse.gov.uk/falls/mewps.htm
Also I have clipped a section of this to summarise the key aspects;
Consider the following questions.
Height
How high is the job from the ground?
Application
Do you have the appropriate MEWP for the job? (If you are not sure, check with the hirer or manufacturer.)
Conditions
What are the ground conditions like - is there a risk of the MEWP becoming unstable or overturning?
Operators
Are the people using the MEWP trained, competent and fit to do so?
Obstructions
Could the MEWP be caught on any protruding features or overhead hazards, e.g. steelwork, tree branches or power lines?
Is there passing traffic, and if so, what do you need to do to prevent collisions?
Restraint
Do you need to use either work restraint (to prevent people climbing out of the MEWP) or a fall arrest system (which will stop a person hitting the ground if they fall out)? Allowing people to climb out of the basket is not normally recommended – do you need to do this as part of the job?
Checks
Has the MEWP been examined, inspected and maintained as required by the manufacturer’s instructions and daily checks carried out?
Ask these to your supplier and also consider who supplies the harnesses(s) as most hirers don't - ensure an attachment point is also fitted and certified tested. There should aslo be an instruction notice fixed to the platform.
Check your insurance for those using it and ask for the hirer's insurance details to ensure the right cover. Ask for competence in setting up (ground conditions and outriggers correctly deployed etc.

Hi Steve,
Make sure that you have got their method statement and risk assessment for the task, which should also include a rescue plan. i've found from previous experience that operatives tend to use fall arrest lanyards in scissorlift when it clearly states near to most anchor points that there suitable for 'restraint only'
Also if they're hiring in the MEWP then they will need to obtain a copy of the ' certificate of thorough examination'and supply this for your records. a competent Banksman will need to be in attendance at all times.

Have a look at the licences and take a copy and tag on to the Method statements JSA and any RA's suppiled to you, although I suspect they will include them anyway. You may need to ensure that the area is cordoned off and you notify all concerned these works are taking place. Do not hesitate to cancel the works if the wind is to strong, or conditions do not favour the use of the kit, and make sure they take the key out when not in use.
