Good question. In my view it means that if, and when, technical progress supersedes your fire precautions you should review your risk assessment and if necessary upgrade your precautions accordingly. Could get expensive!

From my understanding it is so the Order retains its currency and doesn't need updating to reflect technology developments. And yes it does sound expensive!
