Just started with a new company who loan lorries for the local procession to be decorated and carry both adults and children, this concerns me greatly. Where would I stand if somebody was hurt? Do you think a disclaimer would protect us or would I need a full risk assessment and some sort of procedures and guidelines????????????
I dont think I can pass the responsibility to the people who are using the lorry, What do you think?????????

I would think that sensible precuations would start with yourselves since you are providing the work equipment to the Client.
There should already be a programme of planned preventative maintainace in place, but it may be prudent to carry out additional inspections and maintenence immediately prior to the vehicle going out on loan.
If the driver is employed by yourselves, then obviously instruction and training should be given relating to the specialist circumstances. If the driver is supplied by the hirer, then you should satisfy yourself as to their competance.
Procedures should also be drawn up relating to the speed the vehicle is permitted to travel as a float, and possibly the height allowable of items installed on the bed of the lorry.
Other considerations may be to stipulate that items cannot 'trail' over the side or the back which could be trapped and pulled either by the wheels or following vehicles, and perhaps guidelines as to the distance that passengers can be carried (e.g. just on the parade route, or to/ from their starting point)
The decorations for the floats should provide secure footing or seating for the occupants and they will require some guideance on not running about the truck when in motion or similar!
I hesitate to suggest guardrails around the bed of the truck, but if there is a practical way to affix these, then it should be considered - they could be decorated! Obviously if barriers are to be used then they need to be secure and suitable for purpose or they will create a false sense of security and may be tempting to climb on...
