Posted By garyh See this article in today's Times http://business.timesonl.../0,,8210-2324920,00.html Although I am not sure if the author (James Harding) understand the difference between HSC and HSE, I have to say that in broad terms I agree with him. The HSE / HSC come across to me as being overly (sometimes absurdly) zealous in some areas and lax in others; and inconsistant.
