I have been searching for standards for the design and construction of pressure testing bays. Any assistance will definately shorten my search.

Depending on what and the medium you're using as a pressure test, a starting point would be the HSE's guidance document GS 4, Safety in Pressure Testing, gives wall thickness and construction material dependant on test medium etc.
