I have been tasked with putting together a site closure plan.
First of all - what is this? Second - what should I include? Third - If anyone has one I can use as a template I would be most grateful.

I did ask that question and I received a blank look, before the answer given was, I have no idea what is being asked for, but it must have something to do with Health Safety and Environment so you have been nominated. Have googled but not much joy, unless typing in wrong keywords.
Have spoken to people outside the organisation and they are all of the understanding it is something to do with closing the site and returning it back to its condition prior to occupation, but is written in a certain format including such things as ground de-contamination etc.
Just looking for some guidance and if at all possible an example to work from.

You need to put together a plan of how you will clear the site and keep it secure pending redevelopment or re-use. Think about how any equipment will be removed and the risks involved in wastes generated as a result. How will you keep out trespassers and ensure that anyone who does gain access doesn't come to any harm? You will probably want to isolate the electrical supply in case a trespasser takes a fancy to all that copper; conversely, any legitimate visitor may need to take a torch so thay they can see where they are going as the lights will not work...etc, etc.

Posted By Ron Hunter Darren, this may be an ocassion to recognise that your Organisation doesn't have the necessary knowledge or expertise to manage the issue, and that you need to 'bring in the experts'. There are many pootential pitfalls for the unwary in terms of H&S & Environment legislation, local authority and other government agency issues, public safety, etc. etc. Time to bring in the consultants - try Gooogling "site clearance and remediation" - this will bring up a number of likely companies, you can then check out their competencies and credentials (bring some of them in and ask for a presentation?, initiate a tender process and perhaps ask one of them to initially prep. the plan for you. Do you have anyone in your organisation who could perhaps support you with the tender/procurement process? You should impress upon your manager that you are not an expert in this area, and that money will be needed to procure the services of same. Your manager's first question is likely to be "how much?", so your early efforts should go towards gathering some indicative figures?

Posted By Darren J Fraser Just for clarification, we are not looking at closing the site, just part of our IPC permit requires us to have a site closure plan so that in the event of closure we can demonstrate that we have considered the significant impacts and how we are going to manage and return site to the previous state before occupation.
We have some quotes, all about the same amount, however manager wants us (me) to have a crack first - "do not need to splash out bonus if one of my lads can do it as part of their job, should be able to knock something together in 5 minutes" type attitude.

The detail required by the site closure plan will dependon the type of site (size, complexity, what it produces etc) and how far off the presumed close date is. It may also depend on what is planned for the redevelopment of the site, if anything at all is currently planned. I presume that as this sounds like a new requirement it is actually required under the PPC regs that replaced IPC? The best starting point will be to talk to your Environment Agency or Local Authority Enforcement Officer that covers your site. They can then give you some guidance as to what they expect and this should help guide you as to whether it is something you can coordinate or whether you need expert help. Also, look through the permit itself and the application documents as that may well provide more detail on what they require. If you need a bit more help then feel free to email me direct.

How long has the site been IPPC permitted? Normally an SPMP would be completed within 2 months of receiving a Permit (this was the case with our permit)may depend on sector etc.
On the EA website look for IPPC H7 Technical guidance note, there is also a template to use for your closure plan. If you have an EMS in place this will help.
Our EA officer was also helpful in what detail etc is required.
