Posted By Barry Cooper We purchased new trucks some years ago, and found that visibility was extremely poor. We contacted the HSE who came to have a look. Their test is to place a 1m high pole 1m from the truck and move it all the way round the truck. The driver must be able to see the pole from his seat. On this truck he could. Then they said, it was our responsibility to ensure the truck was fit for purpose, and gave a lecture about selection of plant. To aid visibility we fitted wing mirrors and an overhead reversing mirror. Improved vision a great deal.

Posted By Ali Wing mirrors per se are not required specifically. However, if your risk assessment shows that they are required so as to mitigate risk then that is the reason to have them !

Posted By msempers I had the HSE on a construction site checking visibility on all the FLT's with a 1m pole (as Barry refers to). She actually issued a prohibition notice on two of the trucks, stopping us using them until we fitted the convex "fish-eye" mirrors to the the rear of each FLT. I tried to argue that these were both hired-in trucks and that the hire company insisted they comply with PUWER and refused to fit additional mirrors. They also weren't happy with us "modifying" their plant. However, we did as we were told. This was 4 years ago and I've never come across the problem since.
For what it's worth, I think mirrors should be fitted to cover all blind spots where poss and the 1m pole test is worthwhile, particularly for construction...
