Can anyone offer any advice on what the specs, inspection schedule and requirements are for an emergency basket?
Would appreciate any advice ASAP as I have an ongoing issue.

No body in the industry have a basket to get people down from a height, in case of emergency....
No LOLER experts??????

Not an expert on LOLER, but have you obtained a copy of the ACop for LOLER, as I believe this covers everything you are asking.
However this should get you started
A thorough examination of lifting equipment should be undertaken at the following times:
- before the equipment is used for the first time
- after it has been assembled at a new location
-at least every 6 months for equipment lifting persons or a lifting accessory
-at least every 12 months for all other lifting equipment
-in accordance with a particular examination scheme drawn up by an independant competent person
-each time that exceptional circumstances, which are likely to jeopardize the safety of the lifting equipment, have occurred (such as severe weather)
The person making the thorough examination of lifting equipment, must:
- notify the employer forthwith of any defect which, in their opinion, is or could become dangerous
-as soon as practicable (within 28 days), write an authenenticated report to the employer and any person who leased or hired the equipment
Regulation 5 - Lifting equipment for lifting persons
To ensure safety of people being lifted, there are additional requirements for such equipment. The use of equipment not specifically designed for raising and lowering people should only be used in exceptional circumstances.
The Regulation applies to all lifting equipment used for raising and lowering people requires that lifting equipment for lifting persons shall:
- prevent a person using it from being crushed, trapped or struck, or falling from the carrier
- prevent, SFAIRP, persons using it whilst carrying out work, from the carrier being crushed, trapped or struck or falling from the carrier
- have suitable devices to prevent the risk of the carrier falling. If a device cannot be fitted, the carrier must have:
- an enhanced safety coefficent suspension rope or chain
- the rope or chain inspected every working day by a competent person
- be such that a person trapped in any carrier is not thereby exposed to any danger and can be freed

The standard for man riding baskets is BS EN 14502-1 2005.
Base your design around the examples given for a conventional basket but with added length to accommodate a stretcher and a helper.
The baskets I used in the past had a door on one end to facilitate the access and egress of the stretcher. Unfortunately the new standard calls for the doors to open inwards thus requiring a longer more awkward design. Such is progress.
If you are interested I will dig out some photos and post them to you.
