No.
There may be law for specific business types stating they cannot operate without it though? (thinking operating licenses for outward bound centres etc)

Legally, I don't think there is a requirement, but definitely there is for Employers Liability Insurance. It is still good practice, where the business is in the public domain, to have it though.

I share the views above. I have never seen direct reference to any law re public liability. If you visit the business start up websites they do not express it as a legal requirement but do stress the importance to have it for business protection. The balance is that for ELI and motor insurance they clearly identify the legal duty to provide that cover, so I guess there is not a general duty to provide.
Now someone with experience in business law will come along and tell us the real truth and where it lurks amongst company legislation??

The only statutory insurance is Employers' Liability Insurance. Everything else is optional.
