You can get all Statutory Instruments from around 1987 from the opsi website. The one you are after is at this address:

While Statutory Instruments are indeed Crown Copyright, if you follow the link you will find that they are published on the web and you are allowed to print them and distribute them provided you follow the instructions in the copyright notice.
