Hi Sean
I have only limited knowledge of H&S plans having been asked to provide a one for the first time this year. The format of my plan is as follows.
Introduction - summarise that the company is committed to no accident's no harm, and continual improvement of H&S performance. It is also worthwhile getting something in to the effect that the company will strive to reduce the risk of injury to employees & contractors and eliminate the potential of a catastrophic event.
Targets - set yourself targets for such things as recordable accidents,OIIR,lost time accidents, first aid cases etc.record performance for past years and targets for next year.
Pro-active actions - List activities showing commitment to accident/injury/incident avoidance. Examples could be risk assessments, coshh assessments, safety audits, managers tour's&S committee meetings.Again set yourself a target for the number you plan to do.
Capital Projects- Include any projects specifically intended to improve H&S.
I hope these suggestion are sufficient to get you and possibly others thinking it may not be perfect but it was enough to get my boss off my back for the moment.EHS plans are obviously site specific and the more hazardous the site you work on the easier it should be to come up with a plan.

Action plan - 2007 - for what it's worth to production personnel !
- employ more H&S personnel !
- or
- learn to roller skate to get round quicker,
- or
- politely ask for less incidents, accidents and compensation claims,
- or
Send all managers on a work load appreciation course, including how to save the candle burning at both ends !
Anyone else feel this way ??

Hello Sean,
Plans can vary depending upon the size of the organisation and the nature of its undertakings.
It can be useful to link H&S plans to financial years (April to March) as this ties in with other business plans. Maybe consider covering a 3 year period rather than just 1 to allow for longer term planning and review every year so that unforeseen or unplanned requirements can be slotted in (although this will usually lead to slippage for planned actions).
It may also be useful to separate strategic and operational activities (though keep them both on the same plan).
Hope this is of some use,
Regards
Alan

Hi Guys,
I have just completed ours for 2007, they should cascade down from your site policy. They can be in any given format but I generally start with the phrase in the policy I require the employees to achieve. Then work on the programme, you then asign an owner to each "target" and give a completion date, which will need to be monitored for compliance. Hope this helps
