If health surveillance identifies that an employee cannot continue to work with tools emitting hand-arm vibration, what options are open to the employer, if redeployment is not possible?

Ill health retirement would be an option however I would find it astounding if the individual couldn't be redeployed.

If a health expert has stated that you will be adversely effecting the employee's health then if you don't stop the exposure you are leaving yourselves wide open to a large bill for damages.
(Sorry I realise the above may sound harsh but this is a challenge many of us face and at the end of the day "thou shall not continue to expose this employee to vibration" means just that)
