Am I right in thinking that although smoking is to be banned in workplaces, it only applies to indoor workplaces and therefore a designated smoking shelter (sited outside on the employer's premises)can remain??

yes so long as it is 50% (or something equally as utterly stupid) open to the elements.

Hey guys we are getting our own back - 200 fags for £7.60 instead of £50. I'm gonna celebrate in my office where I am still allowed to smoke. Prohibition PAH!

the last thread to discuss this has some good links in it to help you in this area.
If it doesnt work then use the search forum on the right hand side of the front page of this site, seacrh on "smoking huts /shelters" and you will find it and others
