Can someone please clarify the situation regarding Asbestos Surveys.
We have had a survey done in 2005 and the surveyors are advising under our "Duty to manage Asbestos" we must have a another survey to allow for deterioration.
Do we need to actually undertake this or is it a sales pitch ???

Sales pitch.
You should be able to assess whether various materials are liable to have deteriorated since last year, and make a judgment as to how to review, e.g. in house inspection against your asbestos survey report.

If you've had a survey carried out and you know exactly where it is and can keep an eye on its condition there is no need to have the surveyors back. This is provided you havn't introduced any further asbestos containing materials into your environment!! That would be illegal.

The duty is to manage the asbestos not to keep surveying it. So if your management plan is being operated properly you will be keeping up-to-date with the condition of the asbestos where necessary. The plan could, however, involve bringing back the specialists to check on the condition of specific ACMs that were found to require monitoring in that way - but not a complete survey again.

You are being spun a yarn!! methinks.
You have a legal duty to look for and find asbestos in your premise this can be done by yourself or you can use an Asbestos Surveying company / person who should be UKAS accredited or NIACS / ABICS for the individual.
Once you have done this, you then have a 'DUTY TO MANAGE YOUR ASABESTOS' if you have done the survey properly in your premises in the first place then there will be no more to find or presume is there, so you do NOT NEED ANOTHER SURVEY you have to update the Asbestos management plan to say that you have visually inspected the ACM you have found and they have / have not got worse so you can then review a future date.!
For all you people out there having an Asbestos survey IS NOT AN ASBESTOS MANAGEMENT PLAN, you must use the initial survey to decide how you are going to manage the ACM's found for the future, this can mean encapsulate, label and inspect all the way through to removal and depending on the products found its condition and location (from Survey) to how it is likely to release fibres which people can breath in which you have to do, you can pay someone to do this but the info must still come from you.
ie AIB in firebreak unlikely to be disturbed would be managed differently from AIB in walkway which is constantly being damaged - same product different management strategy - label and monitor the other remove!
But you have found your ACM's !!!! -YOU HAVE HAVEN'T YOU?? NOW manage them!
Not resurvey, but you can, however it is expensive to get a person to walk around your premises with your old survey telling you it is still there and in good condition which is what you already know! If you were managing it properly you would not need to do this!
