A query.

Do the fall protection bean bags have a shelf life based on weather, sunlight etc?

We are also looking to source an alternative system which would be inflatable bags, can anyone recommend a supplier?

Try googling airmat safety system, there are a few suppliers.

The airmats have the advantages of being able to be folded down for storage and really cushion a fall when inflated properly. It is also easy to see when they are burst. The suppliers will normally train installers.

The disadvantages are they take a while to install, are quite heavy, awful to install in the rain and require a constantly running air pump, which is normally a two stroke petrol.

Big Caution.....if they are not installed with caution they can push pier walls over, the design has to be very carefully considered in advance.

In answer to your life span question, I have not come across this before, I always recommend formally documented inspections at least six monthly or after any event likely to damage them. If they fail the inspection they are renewed.
