Does anyone have any information on how to encourage site supervisors to become more proactive in delivering toolbox talks on safety topics on construction sites, without resorting to taking discplinary action if they do not.

include them in the development of them...
check out what they actually do...
attend and participate in initial talks...
dress the part...

I always went in my scruffs to carry out man han talks in parks, always went to where they worked, always did a bit to show empathy and get a feel for the practical end...including grave shuttering....and always cadged a smoke when the belligerent amongst them lit up whilst leaning on his shovel!

Now work for a completely diffent dept but still get hellos, how you doing, lend us a smoke conversations whenever I bump into them...

Agree with Philby's approach.
It is amazing the response you get, when a packet of biscuits or a tin of sweets appear as well. The more informal the better the response I have found.

Make sure you have a TBT register that everyone signs including the Supervisor, who should also record the topic and date. It may help.
