One of our workers has a 90 minute gap in visiting clients, she is a care assistant, and has been asked by her manager to sit in the car until her appointment is due. The area is a little dodgy and the employee is worried. She cannot return home or to base as she is in a outlying area. Surely she should not enter into this area on her own -- should she

Why not?

This may only be a personal opinion of the area, do you have evidence of people being accosted etc in this area, if so I would asume you should be going in pairs.
