Asking Staff to support smokers in residential care

I tried to find this topic on 'search forums' but the thing seems to be playing up, so I'll repost the question.
We are now having to make a corporate statement about workers supporting people to smoke. I actually think that to insist is very dodgy, but I am aware from previous posts that some employers see supporting smokers as just another duty which staff can be required to perform. If your employer insists that workers support smokers I would love further information, and if possible, sight of any policies you might have to support this. I know that some of our managers want to be able to insist, manily because allowing staff to make a choice in this might actually mean that in some cases we can't offer people support, so before we do make a decision I want to be very sure that we aren't shooting ourselves in the foot one way or another,

I work in a Scottish LA and we currently could have staff sitting with smokers in our residential premises in very limited circumstances.
Generally these decisions will be taken on a risk assessment basis and I would be happy to share all our info with you.
