150m above ground level if my memory serves me corectly from my helo flying days. However if you are within 6nm of an aerodrome or airfield i think its if your obstruction is 10m higher than the higest airport building.
As so many police and EMS helos are flying these days, its down to good old risk assesment I suppose. Its a steady red light of so many candela depending on your location.
Speak to the CAA, they are really helpful!

I would definitely fit one at the top
also check the "NORAD" site as they track Santa every Christmas eve across the world but he is normally well informed
