This is covered by BS EN 12811 parts 1,2,3,
Nasc may have produced something you could check.
Other than that if its system the manufacturers or importers should produce instructions that cover most use again in accordance with 12811.
If its tube and fitting use BS5973.
I am afraid that none of this is simple if your scaffolding contractor can not explain it to you. Maybe a scaffold designer is required.

Currently their is one standard for Tube and Fitting scaffolds BS5973,this was withdrawn in June 2004, this is currently accepted by the HSE.
Toards the end of 2004 the NASC published TG20:05, Technical Guidance on the use of BSEN12811-1. Guide to Good Practice for Scaffolding with Tubes and Fittings, this sets out more onerous design requirements than BS5973.
An amended version of TG20:05 is to be published in 2007.
