Some of our employees use company vehicles on a regular basis (care environment), therefore this is classed as work equipment. They are serviced regularly,but the problem arises with the daily inspection of the vehicles to ensure they are roadworthy. Some of our employees are not contracted to drive but do so out of goodwill, however they are refusing to perform the essential but basic checks to ensure the vehicles are fit to drive, because they say they are not competent. They have all been trained in driving/road risk management / awareness, checks would include tyres lights windscreen wipers etc.
Has any one any advice how we could implement such a system. Alternative personnel are not available to perform the checks

Is a visual inspection of a car prior to use not part and parcel of passing your driving test, it sure as hell was for me, therefore they passed there test and are competent.

Hi Steve, to be honest I would nor want to carry out this DAILY inspection.

Your vehicles are serviced on a regular basis, that is one defence you have if anything goes wrong.

I would write up a simple checklist, wipers/windscreen washers/indicators/lights/ brakes etc all work or not.

add columns for things they found wrong, who is to fix them and by when.

This could be done every month or at any interval you like.

Have someone to take responsibility for the inspections and recorded results and file in each vehicles records.

Any employee who states they cannot carry out these simple checks (which are after all for their benefits)ask them why not and then cite HASAWA S7 (b)

Everyone is obliged to maintain their vehicle in roadworthy condition and it sounds like you are doing that.

In addition, once a month our car tyres are checked for depth of tread and obvious damage and once a week fluids are done.

Anyone wanting to use a car is asked to just doublecheck lights and wipers before they set off, and report any faults on return of the vehicle. Takes almost 2 minutes and I think as a regular driver I have enough expertise to be happy that those bits of the car are roadworthy when I start out.

I'm also happy to sign a form saying I checked, as if I get stopped for having a light missing there's proof that protects me.

As for the rest of the car, it is only guaranteed roadworthy when it is in the MOT test centre and not a minute longer as anything could have the second it leaves..

Just tell your people to use some commonsense and keep the checks simple as already suggested.

Perhaps the resistance is due to not appreciating what is involved in these simple checks.

You could use the relevant parts of the Highway Code to produce a check-list or simply a descriptive paragraph. See:

This is stuff that all drivers should be doing!
